"STEPHEN Harper's Conservatives won a squeaker of a vote against the Liberals last night and then claimed that this Parliament has collapsed. The motion, calling for a Commons committee to force Paul Martin's Liberals to resign, was passed 153 to 150 as the Tories and Bloc Quebecois ganged up on the Grits. Martin refused to step down, saying the vote was not one of confidence -- which would trigger an election -- and that his opponents will soon get their chance to bring down his wobbly minority government."
